Leopold Webber is the official founder of Green Apple Splat company and is presumably the father of Lynch Webber, explaining why the latter advertises the drink so frequently.
Leopold's first and only appearance occured in a short bit during the film shown in "Welcome to Factory Island": he used apples and frogs to test the brainwashing tecniques. He accidentally blew the two up, killing the frog and creating a new drink, "Green Apple Splat".
